SEP Holds Contractor Safety Management and Shift Team Safety Construction Promotion Meeting at Tianji Power Plant

On June 28, 2019, SEP held the contractor safety management and shift team safety construction promotion meeting at Tianji Power Plant. SEP Deputy Party Secretary and President Wang Huaiming attended the meeting and delivered a speech. SEP Deputy President Huang Chen chaired the meeting.

 

 

At the meeting, Tianji Power Plant, Caojing Power Plant and SEP Engineering gave speeches on good practice respectively. Wang Huaiming made comments on their speeches, analyzed the problems existing in the company's production safety work that needs to be improved and the related direction, and raised requirements on completing the contractor safety management and shift team safety construction work in the next step.

 

 

Wang Huaiming pointed out that the purpose of convening the meeting is to insist on problem-oriented and target-oriented approach, not only provide temporary solutions to the problems but also get at the root of the problems, strengthen whole-staff safety responsibility, cultivate whole-staff safety awareness, communicate and promote effective good practice, learn from the good practice and good experience from those companies within SEP, push forward contractor safety management and shift team safety construction deeply, improve safety management comprehensively, and make sure to realize the annual safety goal of "zero casualty" for the company.

 

Wang stressed that the company should profoundly understand and accurately grasp the importance of contractor safety management and shift team safety construction, stick to problem-oriented approach, persist in seeking both temporary and permanent solutions, regard improving the contractor safety management work as a significant measure for resolving prominent problems and enhancing safety management performance, as an opportunity of SEP to make contribution to SPIC in improving safety management level and performance, and as a chance to boost its own safety management level and take the lead in performance. The company should also accomplish shift team safety construction based on fundamental safety work, consolidate safety basis, increase intrinsic safety ability, and provide experience and standards for the shift team safety construction of SEP and even SPIC.

 

Wang also noted that the company should strengthen safety management comprehensively, and push forward contractor safety management demonstration construction and shift team safety construction across the board. Firstly, promote QHSE system construction perseveringly, transplant the "nuclear safety" concept actively, popularize QHSE management improvement results vigorously, establish QHSE system progressive evaluation mechanism, boost quality system construction proactively, introduce the performance excellence model, and implement safety responsibility system comprehensively; secondly, reinforce contractor safety management unremittingly, with a strict whole process management on the "admittance, selection, employment and evaluation" of contractor; thirdly, consolidate shift team safety management constantly, with coverage of all shift teams with QHSE management improvement measures and basic safety management requirements, and start from star-level shift team construction and QHSE benchmark shift team construction to advance the shift team safety construction; fourthly, intensify various inspections on anti-violation of regulations and troubleshooting of hidden dangers with persistent efforts, and focus on system execution and hidden danger screening and treatment.

 

Furthermore, he underlined that the company should deepen demonstration construction, publicize experience timely, and improve safety management and intrinsic safety ability comprehensively. First, all the affiliated companies should promote and learn from successful experience and good practice in an all-round and timely manner, draw up popularization and application plan, and carry out supervision in accordance with the JYKJ system management requirement, and strive for whole coverage within 2-3 years; second, further deepen contractor safety management demonstration construction, continue to learn from experience, find out the gap to correct and make progress, and improve contractor safety management level and management performance solidly; third, further enhance shift team safety construction quality, and raise the intrinsic safety capability of the shift team.

 

Finally, Wang made a few arrangements for the work in the near term including the implementation of related requirements of the government and SPIC on work safety, accomplishing flood and typhoon prevention, and paying special attention to safety guarantee work during the summer peak period.

 

Huang Chen gave a summary speech asking all the affiliated companies to seriously convey and implement the spirit of President Wang's speech, undertake the work safety entity duty earnestly, and carry out SPIC's request on contractor safety management and shift team safety construction, with all-round application of good practice and measures from pilot companies, in order to guarantee the company's annual safety goal of "zero casualty".

 

The related leaders of SEP Supplies and Procurement Department, Production Department, Safety, Quality and Environmental Protection Department and Corporate Culture Department participated in the meeting, as well as the leaders and relevant personnel of 19 affiliated companies.
